Learning objectives
Dopo una breve introduzione alla disciplina e cenni alla storia del pensiero organizzativo, la parte principale del corso è dedicata alle teorie economiche dell'organizzazione e alle critiche e integrazioni sociologiche a tali approcci. La terza parte esamina, alla luce degli schemi discussi nelle parti precedenti, il recente processo di riforma organizzativa nella pubblica amministrazione in alcuni paesi europei, con esemplificazioni tratte soprattutto dal settore della sanità e con riferimento anche alla gestione del personale (motivazione; sistemi di incentivi; controlli).

Syllabus
Definitions of organization. The main approaches to the study of the organization. The 'classic school' of organizations: Taylor and Weber. The limits of the 'classic school' and the crisis of the tayloristic and bureaucratic organization. The peculiarities of the service organizations.

Syllabus
The relationships between individual actor and organization from Barnard and Simon to Crozier. The concept of 'public good' and the dilemmas of collective action in M. Olson: strategic behaviour and opportunism (with elementary notions of game theory).
The perspective of transaction cost theory in the analysis of organizations (Coase, Williamson, Ouchi). Markets, hierarchies and clans: main features, conditions of viability and effectiveness. Processes of externalization and outsourcing. An application of transaction cost theory to labour transactions (Ouchi). The relationships between individual actor and organization in the theory of contracts: moral hazard and principal/agent theory (Milgrom and Roberts). The problems of incomplete contracts and their organizational implications.
The new sociological institutionalism and its criticisms the the economic theories of organization (Meyer and Rowan; Powell and DiMaggio; Dore; Trigilia; Elster).

The reform of public administration in Italy and in the main European countries in the 1980s, 1990s and early 2000s. The New Public Management approach. Organizational reforms and personnel policies inspired by the economic theories of organization. The case of the health sector reform in Italy and in the European countries.
