Learning objectives
Il corso si propone di fornire agli studenti la conoscenza dei principi e degli istituti fondamentali della materia che verranno trattati tenendo conto degli orientamenti della giurisprudenza e della prassi amministrativa.
Il corso si pone inoltre l'obiettivo di sviluppare la capacità dello studente di utilizzare in modo appropriato la terminologia giuridico-amministrativistica, di interpretare gli atti normativi ed argomentare con autonomia di giudizio anche nel risolvere questioni problematiche.
La trattazione degli argomenti avverrà attraverso l'analisi e l'approfondimento delle categorie teoriche e degli istituti cui verrà affiancata l'illustrazione e discussione di casi pratici (sentenze, atti normativi, provvedimenti amministrativi, accordi, ecc.).

Course syllabus
The course aims at illustrating the fundamental characters and topics concerning Italian administrative law and at presenting the most relevant recent changes.

It will focus especially on following topics:
· Administrative law's sources
· General principles governing administrative action
· The organizational structure of the Italian public administration and its governing principles
· Administrative activity: notion and categories
· Administrative acts
· Administrative procedure
· Private law activity of public administrations: private autonomy; contracts and tender procedures; public services.
· Civil liability of public administrations: contractual liability and non-contractual liability
· Transparency and right of access to documents of the public administration
· Rights and Remedies

The final exam, which will take place in the form of an oral exam, will aim at assessing the knowledge and understanding of the subject, as well as the related communication skills. It will also be required to demonstrate an autonomous understanding in the field of study, in particular through the analysis of legislation and case law to be read and discussed during the oral exam.

TEXTBOOKS (FOR THE FINAL EXAMINATION)
In addition to the indispensable first-hand knowledge of the relevant legal texts (available either on-line in the databases of the OPAC (Online Public Access Catalogue), or in the various administrative laws' codes sold on the market), both students attending and students non-attending the course shall use the following textbooks:

2) D.U. GALETTA (Ed.), Diritto amministrativo europeo: argomenti e materiali, Giappichelli, Turin, 2014 ((3 chapters chosen by the student)
