Obiettivi formativi
Knowledge and understanding: The aim of this workshop is to enable students to actively learn and discuss in a seminar environment some selected major issues of modern public economic analysis and policy.

Applying knowledge and understanding: By the end of the workshop, students will be equipped with analytical tools and knowledge for improving their understanding of real-world public economic policies.

Making judgements: By the end of the workshop, students should know how to use economic analysis to make informed judgements about public economic policies.

Communication skills. Seminar presentations will enable students both to test their understanding and ability to communicate knowledge of the relevant topics, and to discuss in an academic environment real-world public economic issues. Essay writing will enable students to test their ability to communicate the theories and ideas presented in seminars and their policy implications. Students are not expected to develop original results, but to analyse and provide a balanced view of the possible policy options and recommendations.

Learning skills. Lectures, seminar presentations and essay writing will enable students to better their critical thinking on public economics, to help developing creative thinking on real-world public economic policies, to communicate knowledge to others, to collaborate in teams.

Programma
The 2018-2019 edition of the Public Economics Workshop will focus on Macroeconomic and fiscal policies in the EMU. The format of the workshop will be as follows.
There will be three introductory lectures on the following topics:
1. Budget deficit and public debt: preliminaries and key concepts (2 hours).
2. Political economy of budget deficit and public debt (2 hours).
3. Fiscal governance in the EMU (4 hours): This lecture will be hosting prof. Giuseppe Bognetti (Emeritus prof. in Scienza delle finanze, Università degli Studi di Milano).

There will be four three-hour seminars, with student presentations of selected papers taken from the fiscal policy literature. Seminar topics will be selected among the following:
4. Fiscal rules in the EMU.
5. Coordination of monetary and fiscal policy.
6. Fiscal risk sharing in the EMU.
7. Fiscal coordination or fiscal union?
8. Fiscal delegation in the EMU? Independent fiscal councils and the European Fiscal Board.
Propedeuticità
Microeconomics, macroeconomics, public economics.
Prerequisiti
Students are assumed to be familiar with basic knowledge of microeconomics and macroeconomics, taught at least at the introductory level. Knowledge of the contents of the Public Economics course taught in the Politics and Economics SPO curriculum is not compulsory, but it is strongly advised. The exam consists of two parts: a short seminar presentation and discussion of a paper taken from the suggested reading list (to be uploaded on the Ariel website before the start of the workshop). The same paper can be presented by a team composed of no more than three students. Seminar presentation will weight 40% of the final mark. An individual written essay (max 15 pages) on one of the seminar topics. The essay mark will weight 60% of the final mark.

A detailed reading list for lectures and seminars will be uploaded on the ARIEL website well in advance of the start of the workshop (third term 2018-2019). Teaching materials of lectures (i.e. slides, handouts) will be uploaded as the workshop proceeds.
