Health Law and Professional-Ethical Liabilities

Learning objectives
The purpose of the course is to provide students with:
- general principles of healthcare organization within central and local public bodies
- general principles of international law, including studies relating to relations between states, with reference to the structural features of the international order, to the regulatory areas in which it is articulated, to the adaptation of domestic law, to international organizations, including legal forms of European cooperation, to the protection of human rights. The studies also relate to private international and procedural law with particular reference also to institutional profiles of the European Union.
- educational objectives and align them with the directives in Europe, relating to the legal aspects of the European integration process, with reference to the regulatory, administrative and jurisdictional competences of the Community bodies, to their relations with the Member States and their respective legal systems. The studies also relate to the discipline of fundamental freedoms in the European community, to the policies of the European Union and to the EU regulatory instruments that affect national legislation.
- The financing systems of health services in Europe and the main reforms of the health system, in an international perspective that allows the comparative evaluation of different types of healthcare organization.
- the principles of local autonomy, the legislation on personal services and the laws on the protection of privacy.
- the fundamental social policy topics that involve health systems: minimum guaranteed assistance, protection of minors and vulnerable groups, services provided to users without citizenship, interventions in the field of disability and marginalization.
- the deontological rules concerning the professional responsibility of the individual and of the healthcare facility in which one operates.
