Learning objectives
The course aims at:
- Transmitting the basic knowledge of urban law
- Observing the evolution of urban law in light of the sustainable development principle
- Allowing a reasoned approach to the main issues arising from the dynamics between public and private interests in the ambit of constructive activities
- Providing the basic mechanisms of public and private contracting aiming at the realization of works
- Allowing awareness on the most modern contractual techniques at an international level, aiming at the institution of collaborative models of interaction
Expected learning outcomes
Knowledge and understanding: Students should demonstrate knowledge and understanding of the subject matters and, with the support of advanced textbooks, reach a level of proficiency including leading edge aspects of this field. By the end of this course, students are expected to master the essentials of: the basic concepts of urban law; the principles and general rules of public contracting; the main issues of the constructing activities; the collaborative contractual techniques.

Applied knowledge and understanding: it is desirable that the students applied the knowledge and comprehension capacities by demonstrating a professional and multidisciplinary approach to their work, and that they acquired the necessary competences to develop and hold complex arguments to resolve issues in the field of urban law and construction law.
Making judgements: Students should develop the ability to gather and interpret data to make independent judgements, being also aware of the relevant social, scientific or ethical consequences.
Communication skills: Students are expected to learn how to communicate information, ideas, raise problems and propose solutions to both specialist and non-specialist audience.
Learning skills: Students should develop the necessary learning skills for them to undertake further studies with a high degree of autonomy.

Course syllabus
Concepts and definition of urban law, construction law and urban planning. Urban law in the Italian Constitution and the relationship with the concept of land use and management. Administrative competences. The sources of urban law. The evolution of urban law in light of the sustainability principle: the protection of the environmental, of cultural goods and of landscape and the valorisation of social inclusion and solidarity. Principles and instruments of urban planning. The exercise of construction activities and the involved administrative powers. The realization of public works. The principles regulating the public contracts market. The public contracts cycle. Private construction activities: actors and legal issues. Private contracts for construction activities. The logic of collaboration in construction law.
Prerequisites for admission
The Coursework Rule ("Manifesto degli Studi") does not establish any set of teachings to be attended in the first year in preparation for this course.
Teaching methods
The teaching will encompass frontal lessons and discussion on specific themes with the class.

Assessment methods and Criteria
The final exam will be carried out at the end of the course and will consist of an oral test on the topics of the program. The evaluation is expressed in thirtieths (with possible laude). The evaluation criteria consider the preciseness of the contents, the clarity in the exposition and the abilities of critical analysis and re-elaboration of the concepts. 
The attending students will be able to carry out an auto-evaluation test during the course and will be able to deliver a presentation in class, subject to evaluation.
