Security and Intelligence Policies

Learning objectives
The course has the following learning objectives:
1) to provide students with the main notions related to security (risk, control, order, protection, trust), as different disciplines (history of political doctrines, sociology, criminology, criminal law, constitutional law) has dealt with them;
2) to provide students with the knowledge of the main anti-mafia and anti-terrorism policies by reconstructing institutional practices and the role of civil society;
3) to develop the ability to read critically the institutional and media representations of the ""security issue"" and of the information agencies' activities

Expected learning outcomes
Knowledge and understanding of: the main problems that security issues raise at national and international level; the theoretical and political apparatus underpinning security policies (contrast and prevention); the media and political construction of fear and of security's need; the organizational structures of law enforcement agencies; the private security market; the direct and indirect anti-mafia policies; the counter-terrorism policies (in particular the intelligence's activities)
Ability to apply knowledge and understanding in relation to the main issues that raise the issue of security at national and international level; ability to deconstruct media and ideological representations of security problems; ability to identify the limits of anti-mafia and anti-terrorism policies.
During the course, group activities and presentations are proposed to consolidate and communicate what has been learned

The program includes topics summarized as follows:
- Attributions and organizational structure of the Ministry of the Interior and Prefectures - U.T.G.;
- the security system and the concepts of public order and security;
- the organizational structure in charge of the security system;
- the preventive measures;
- the measures to prevent and counter infiltration in the public contracts sector;
- the dissolution of local authorities for mafia infiltration ex art. 143 TUEL;
- the special protection measures for witnesses and collaborators of justice;
- the National Agency for the Administration and Destination
of assets seized and confiscated from organized crime;
- entry, stay and repatriation of foreign nationals and stateless persons;
- the international protection system;
- the discipline of combating racketeering and usury;
- general features of the institutional response to the phenomenon of terrorism;
- the system of protections for victims of terrorism and violent intentional crimes;
- civil defense

Prerequisites for admission
No specific prerequisites are required.
Teaching methods
Frontal and interactive lessons aimed not only at transmitting the course contents to students, but also at developing the critical ability to identify the discrepancies between security policies and institutional and international practices. During the course, barring unforeseen circumstances, experts will intervene.

Assessment methods and Criteria
According to the number of students, working groups will be held during the course, which will be assessed and will contribute to the overall grade along with the oral test.
Both activities will take place in presence.
The subject of working groups pertains to the course topics and it will be suggested by the lecturer as well as shared with students.
The oral test aims to certify:
- the understanding of main concepts related to security;
- the acquisition of the complexity of the levels and forms of setting and implementing security strategies: from territorial control to social cohesion;
- the awareness of the mechanisms of media and political production of the fear of crime and the need for security;
- knowledge of the organizational structures in charge of security;
- knowledge and critical understanding of anti-mafia and anti-terrorism policies.
Both activities will take place in presence.
