The course explores the role of legislators and public administrations within the context of the digital transition, with particular focus on the impact of information and communication technologies (ICTs) on legislative and administrative action. It examines the digitalization processes of public services, the regulatory challenges related to the use of emerging technologies (in particular, artificial intelligence), as well as the balance between digital innovation, the protection of fundamental rights, and the principles of the rule of law. The analysis will be conducted from a comparative and European perspective, with a focus on best practices, regulatory models, and governance tools. The course aims to provide doctoral students with critical and methodological tools for analyzing the normative and administrative evolution in the digital age.
