Learning objectives
A - Conoscenza e capacità di comprensione: familiarità con i principi generali e con i meccanismi che regolano la materia; comprensione delle problematiche connesse alla disciplina pubblica dell'economia; analisi del funzionamento del mercato dei contratti pubblici;
B - Capacità applicative: acquisire capacità di analisi della normativa pubblicistica inerente al settore trattato; capacità di analisi critica della giurisprudenza amministrativa in argomento;
C - Autonomia di giudizio: capacità di lettura critica dei fenomeni assumendo una prospettiva pubblicistica;
D - Abilità nella comunicazione: facilità e linearità di esposizione del ragionamento giuridico, anche grazie alla sollecitazione di interventi in aula;
E - Capacità di apprendere: orientare lo studio del diritto a un approccio schematico, consequenziale e trasversale

The exam will take place in oral form using the Microsoft Teams platform or, where the regulations so allow, in presence, always in oral form.
The procedures for verifying learning and the assessment criteria will not be subject to changes.

Forms and aims of public action in the economy - Public services - Administrative powers and economic activities - Administrative procedures affecting economic activities: forms of simplification and liberalization - Principles of European Union law on market economy and Competition - Actors and instruments of the public action in the economy - The economic regulation of network services: the legal framework of the infrastructure and access to markets - Market regulation - The different functions of authorization procedures - Economic operators and commercial distribution - The obligations of the public actor: public contracts
Prerequisites for admission
In accordance with the objectives of the course and its specific nature, the Student will have to demonstrate a good knowledge of the basics of administrative law, constitutional law and private law, as well as the ability to argue and critically evaluate the knowledge acquired, also referring to the relevant regulatory framework and case-law.
