Learning objectives
The aim of the course is to provide students with knowledge of the system of Regional and Local Autonomies. The course, in particular, explores the following aspects: Italian Regions and Local Government; the Sources of the law of the Regions and Local Autonomies; Government of the Italian Regions and Local Autonomies and their organization; Regional and local administrative and financial autonomy and the functions of Local Autonomies; the interactions between the State, Regions and Local Autonomies and between Regions and the European Union. The objectives of the course are part of the educational objectives of the Master's Degree Course which aims also to provide students with the knowledge of government and political institutions. This knowledge is consistent with the professional profiles and job opportunities provided by the Master's Degree Course.
Expected learning outcomes
At the end of the Course students should have developed: knowledge and understanding of the of issues related to different aspects of the autonomy system; the ability to apply said knowledge and understanding, also through a personal and critical evaluation, the potentials and criticalities of the autonomy system; a mastery of the topics examined, through the use of adequate legal terminology and a methodological and logical-argumentative rigor.
The final exam aims to verify the expected learning outcomes in respect to the capacity of understanding, knowledge, critical analysis of interpretations and theoretical perspectives introduced by the Course.

Teaching Methods
Should the emergency situation persist, the course will be delivered online through the Microsoft Teams platform, in sync. If the health situation allows, the lessons will be held in person. However, all information will be uploaded on the Ariel teaching platform.

Methods for verifying learning and evaluation criteria
The exam, for both attending and non-attending students, will consist of a single oral exam, including all three modules, to be taken in an exam session among those set in the calendar, upon registration through the SIFA system. The exam will be aimed at verifying the knowledge of the topics covered by the course and the argumentative and critical skills of the students. However, all information will be uploaded on the Ariel teaching platform.

The first one analyses the Federal and Regional State; Italian Regions and Local Authorities; the Sources of the laws of the Regions and Local Authorities. The second part of the course treats with the Government of the Italian Regions and Local Authorities and their organization. A third part will focus on the specific aspects of the Regional and local administrative and financial autonomy and the functions of Local Authorities.
Prerequisites for admission
No prior knowledge is required outside those provided for in the preparatory courses.

The teaching method is mainly based on lectures. However, during the course, students will be asked to carry out group works, to conduct research (bibliographic, legal sources and jurisprudence) and to present the results in the classroom. This in order to develop opportunities for collaborative interaction between students, and between the latter and the teacher, to enhance their critical skills and exposure skills.

Assessment methods and Criteria
Attending students will be given the opportunity to take three partial oral tests, at the end of each module, aimed at verifying not only the knowledge acquired in relation to each specific module, but also their relationship, argumentative and critical skills and the acquisition of skills in the explanation of the topics covered by the course. At the end of the course, the final exam mark - which must be recorded after the enrollment - via SIFA - of the students in an exam session among those set in the calendar - will be given by the mathematical average of the three marks reported in the three tests partial oral. Also attending students will, however, be able to choose to take the exam in a single oral exam, including all three modules, in an exam session among those set in the calendar, upon enrollment via the SIFA system.
