Lab: the Italian Welfare System After the Pandemic

Learning objectives
The course aims at providing students with the theoretical and methodological knowledge, which is necessary to analyse - in a sociological perspective - the the current evolution of the Italian welfare system, of its programmes, institutions and regulatory principles. The analysis of the current trajectory of change in the Italian case will be framed within the context of transfomation of the European welfare systems.
Main current welfare systems reforms in Italy will be analysed and discussed, focusing on some policies and sectors such as healthcare, childcare, long term care and social inclusion. Students will have the opportunity to make use of the main conceptual and methodological tools learned in the course, in order not only to analyse the programmes started during and after the pandemic Covid-19 emergency, but also to assess their opportunities and critical issues, with particular attention to the multilevel governance of the welfare state in Italy.

Expected learning outcomes
At the end of the course, students will have developed the skills that allow them both to analyse the current transformations of the Italian welfare system, identifying their causes and purposes, and to independently elaborate his/her own interpretation of the observed phenomena. Students will be able to identify main critical issues in the Italian welfare system and in its most recent reforms. Students will also develop adequate communication skills, with particular regard to the specific language relating to the theoretical and methodological aspects of the sociology of welfare systems. He/she will be able to properly discuss and argue his/her personal opinion and theses on situations connected to these studies, as well as on topics that are proposed by the literature or that are empirically observable. Finally, students will know how to analyse, interpret and autonomously deepen - with the approach of the economic sociology and of the sociology of welfare systems - current social, economic and political phenomena concerning welfare institutions in Italy. Particular attention will be paid to the challenges and critical issues raised by the multivel governance of the Italian welfare state.

In the phase of emergency lessons will be carried face-to-face and, at the same time, online in streaming, by using the Microsoft Teams platform, except in case of changes due to the health situation. Exams will consist of an oral presentation of a in-depth work carried out by the student. Exams will be carried out face-to-face, except for students who are not able to do them face-to-face because of health reasons. Only for these students, exams will be carried out online.
Course syllabus
The laboratory/course includes 20 lesson hours. It is aimed at analysing the current transformations in the Italian welfare system, during and (above all) after the pandemic emergency, even in comparative perspective, Emerging or persistent critical issues will be highlighted.
Among the welfare policies, the following ones will be mainly deepened along with the students:
- health policy. Primary care reform and the regional healthcare models.
- social policy. The reform of Long Term Care.
- childcare policy. The reform of the Early Childhood Education and Care system and the National Recovery and Resilience Plan;
- social inclusion policy. The Citizenship Income and its reform.
Finally, the course will investigate the multilevel governance in the Italian welfare system, particularly discussing the issue of "Differentiated Authonomy".
Among the welfare policies, the following ones will be mainly deepened along with the students:
- health policy. Primary care reform and the regional healthcare models.
- social policy. The reform of Long Term Care.
- childcare policy. The reform of the Early Childhood Education and Care system and the National Recovery and Resilience Plan;

Prerequisites for admission
No preliminary course is required.
Teaching methods
The laboratory/course includes lectures and discussions, with a very practical approach. Students analyze problems and situations drawn by empirical knowledge, suggesting possibile solutions to critical elements which emerge in the discussion. Lessons are also provided with the participation of external experts and scholars. Moreover, students present and discuss with the teacher and the other students some topics emerging in the Italian welfare system, after the end of the pandemic emergency (see also the Assessment methods and Criteria).
Teaching Resources
Given the nature of the laboratory/course, reference texts will be suggested in the first lesson of the course. Texts will be selected among articles and essays published in the last 2-3 years, paying attention to the contributions which will be published in the period immediately before the beginning of the lessons. Texts will be selected among essays published by scientific journals specialised in the Italian welfare system, such as "Autonomie Locali e Servizi Sociali", "La Rivista delle Politiche Sociali", "Politiche Sociali/Social Policies". Assessment methods and Criteria
The exam consists of an oral presentation about an in-depth work carried by the student, related to a topic studied in the course and chosen with the teacher.
