The course aims to introduce the student to the innovations that the renewed technological context determines on national public administrations, as now declined in the Digital Administration Code, with particular regard to the repercussions produced in the theory and practice of the electronic administrative act and procedure.
The application of new technologies is profoundly transforming the Public Administration, both in terms of organization and activity, at the same time determining the emergence of new rights for citizens and new obligations for administrations. The knowledge of this complex legal framework is therefore today of fundamental importance for understanding both the methods of organization and action of the administrations, and the ways in which these interact with private individuals.
The course addresses multiple issues, including the digitalisation of the procedure, the tools supporting this (digital signature, certified e-mail, etc.), the new rights of the Digital Citizenship Charter, the protection of personal data, the digitization of public tenders and the effects of new technologies such as artificial intelligence and the blockchain on administrative action.

The course aims to provide students with theoretical and practical tools to understand the legal institutions of digital administrations, and related issues. This is done by providing the technical notions essential to understanding digital tools, and evaluating the impact of legislation in the light of the technical framework. In this way the student is placed in a position to have an interdisciplinary vision of the issues addressed.
