The pandemic have called into question the adequacy of the instruments that the law provided to face emergency situations. The measures adopted tested the relationship between Government and Parliament and between State and Regions and in particular their forms of "local" collaboration. They also highlighted the problems with political decisions based on scientific evidence. The measures deemed necessary to contain the spread of Covid-19, in order to protect the right to health, have competent authorities and subject to judicial control. The cycle of lectures aims to provide an in-depth study of the sensitive issues underlying these complex matters also from a European and international perspective
