Nel nostro paese è ricorrente l'idea che "politica" nel senso di politics (elezioni, coalizioni di governo..) e "politica" nel senso di policy (la politica industriale, scolastica, dei trasporti.....) siano non un unico nome per due fenomeni diversi, ma due facce della stessa medaglia. Eppure, i governi contemporanei di qualunque colore sperimentano notevoli ostacoli proprio nell'adozione e nell'attuazione delle politiche pubbliche. Politici, funzionari, tecnici, magistrati, comuni cittadini incontrano crescenti difficoltà nel coordinare le loro scelte proprio su questo terreno: dallo smaltimento dei rifiuti urbani al controllo dell'immigrazione, dalla prevenzione delle malattie infettive alla conservazione del patrimonio artistico. L'Italia non fa certo eccezione: anzi, per certi versi è più esposta di altri paesi al rischio di fallimenti. I motivi sono molti: non ultimo il ritardo nel riconoscere ed affrontare nella loro specificità i problemi di selezione e attuazione delle politiche pubbliche. Lo studio delle politiche pubbliche porta a superare una visione ingenua dei processi sociali, secondo la quale "basterebbe volere" per ottenere i risultati desiderati. Fare le politiche pubbliche è invece un'attività che presenta suoi specifici ostacoli, sue particolari tecniche di intervento, sue peculiari risorse. Il corso intende presentare gli strumenti per analizzare e migliorare le politiche pubbliche.

Course syllabus
Module 1
The first part of the course is aimed at:
- allowing the students to detect the policy problem in the media, in the public debate and in day-by-day experience.
- offering a conceptual map of the different approaches in the discipline.

Module 2
The second part focuses on the methods of analysis based on economic rationality and on the application of the problem solving as an approach to study public policies. This approach structures the analysis upon several questions:
- what is the problem?
- what are the consequences if the problem is not faced?
- what are the possible solutions?
- what solution may bring to the better results?
- what may be the shortcomings during the implementation phase?
- how to monitor and to evaluate the results?

Module 3
The third part is dedicated to the approaches to public policy that are most commonly used in political science and sociology. Public policies are studied looking at their knowledge, relational and processual character:
- the analysis as a social practice
- the mutual adjustment of partisan interests
- the bottom-up perspective
- the complex interdependencies and the perverse results.
