Learning objectives
Within the curriculum of "Governo Digitale" (Digital Government), the Course will provide the students with a global picture of concepts, methods and technological tools, as well as the practices that are important, from different points of views (information, consultation, policy making involvement), in favourising citizens participation to government activities and new form of democracy in the digital era. On one side, the Course will analyse the impact of the new technologies on the society as a whole (economy, culture, health, etc.) and, because of that, on the political and institutional system. On the other side, the Course will study thoroughly the problem if the digital democracy could strengthen the representative democracy or if they are in conflict relations. The Course is oriented to support the first hypothesis (strengthening) and will demostrate it on academic basis.
Expected learning outcomes
The course aims to provide an in-depth knowledge of the phenomenon characterising the contemporary world, that is the imposing presence of new technologies. This knowledge should allow the understanding of the future consequences in the evolution of the modern democracies. As a result the students should be able to feel actors and not onlookers of the events in progress in this field.

The Course will be held in the third stage of the academic year: it means that possibly it will be developed in classroom, in presence. In case of permanence of Covid-19 emergency, then the Course will be developed online by using Microsoft Teams, supported by PowerPoints and PDF documents, as well as by the blog. The participative method, in form of seminar, will not anyway change.

Prerequisites for admission
Students must know the concept of liberal and representative democracy. They must know as well the (at least) basic functioning of online tools. The knowledge of Italian is essential, as well as a good level of English.
Teaching methods
The professor will introduce every time a topic by analysing the item. Then he will open the discussion, if necessary even with individual questions. Some time a specialist practitioner will be invited to participate to the discussion in order to share her/his experience. Students will be requested to make one topic more in depth study.

Assessment methods and Criteria
The final evaluation of the students attending the Course is based on: analysis of texts circulated during the lessons, an oral presentation during the course, permanent debate during lessons, a written text at the end of the course.
Not attending students will make a traditional oral exam, on the referring texts.
