The Bachelor's Degree Programme, part of the L-16 R class in Administrative and Organizational Sciences, interprets the objectives of the degree class in light of the major transformations currently affecting public administration, healthcare and social care services, the third sector, and local welfare systems. The programme trains professionals capable of operating with advanced managerial, regulatory, and organizational skills in central and local public administrations, in public and private healthcare institutions, in non-profit organizations, in welfare services, and in all entities that interact with public administration in regulatory processes and in the delivery of services of general interest.
The training approach is distinctly interdisciplinary, integrating managerial, legal, political science, sociological, economic-statistical, and psychosocial perspectives. Its goal is to prepare students to understand collective needs, interpret decision-making processes, design interventions based on empirical and behavioural evidence, improve service quality, and support coordination among public, private, and third-sector actors.
The programme also develops applied skills for understanding and managing organizational processes and institutional dynamics: from performance analysis and accountability systems, to knowledge of administrative procedures and simplification strategies, up to the critical reading of decision-making processes. These competencies are complemented by the transversal skills required in the L-16 R class: goal-oriented work, problem-solving, effective communication - including the simplification of administrative texts and the use of the English Language - collaboration in multidisciplinary teams, and autonomy in study and continuous learning.

The programme is delivered in a blended format, combining on-campus and online teaching, both synchronous and asynchronous. Although attendance is not mandatory, the programme strongly values participation in in-person activities and synchronous online sessions, while digital materials provide the flexibility needed to follow the learning path in line with one's individual study plan.

The curriculum is organized progressively and coherently. In the first year, students consolidate the economic-statistical, legal, political science, and psychosocial foundations needed to understand public systems and organizations. In the second year, these fundamentals are integrated with courses focused on public policy analysis, management, and organizational dynamics. In the third year, students deepen their knowledge in legal-administrative, financial, and managerial fields, with the possibility to personalize their study plan through optional courses related to public services and welfare. The programme concludes with applied learning activities and the final dissertation.
1) Professionals in Administrative and Financial Management in Public Administration
Role and competencies in the workplace
Administrative and financial management professionals in the public sector work within the administrative and accounting processes of central and local government bodies. They handle the preparation of acts, documents, and technical reports; manage budgeting and accounting procedures; oversee revenues and expenditures; and ensure compliance with administrative and accounting regulations. They also contribute to the digitalization of processes and to improving administrative efficiency.
Graduates master administrative and accounting regulations, can draft and interpret official acts and management documents, and use software and databases to support accounting and reporting activities. They monitor revenues, expenditures, and financial indicators, and demonstrate organizational and communication skills that enable effective interaction with internal offices, citizens, businesses, and third-sector organizations - helping to ensure procedural accuracy, transparency, and high-quality administrative action.
Career opportunities
These competencies enable graduates to work in administrative, accounting, and financial offices of central, regional, and local public administrations; in public bodies with functional autonomy such as universities, schools, and healthcare institutions; as well as in publicly owned companies and non-profit organizations involved in administrative activities related to project management, public services, and funded initiatives.

2) Professionals in Planning, Strategic Control, and Evaluation of Public Policies
Role and competencies in the workplace
Professionals in management control and policy evaluation support public administrations and healthcare organizations in strategic and operational planning, defining goals and indicators, analysing data, drafting performance reports, and carrying out monitoring and evaluation of public policies and services.
Graduates can analyse economic-financial and organizational data, prepare budgeting and reporting documents, construct and interpret performance indicators, and apply economic, social, and organizational evaluation methods to policies and services. They are familiar with statistical tools and with regulations on transparency and accountability, and can effectively collaborate with senior managers, evaluation units, budget offices, and stakeholders involved in performance cycles.
Career opportunities
These competencies allow graduates to work in management control, budgeting, and planning offices within central and local administrations, hospitals and healthcare organizations, publicly owned companies, as well as in non-profit organizations involved in evaluating public interventions and services, supporting accountability processes, and conducting project monitoring activities.

3) Professionals in Public Services, Welfare, and Healthcare
Role and competencies in the workplace
Professionals in public services and welfare contribute to the design, management, and evaluation of social, healthcare, and social-care services. They participate in the development of innovative community-oriented interventions and in strengthening cooperation among public administrations, healthcare entities, and third-sector organizations.
Graduates are able to analyse social and health needs, understand the regulation of welfare systems and public health services, design results-oriented programmes and services, and evaluate the impacts of local policies and programmes. They possess relational and communication skills that support interaction with users, healthcare professionals, public bodies, and third-sector actors, as well as the ability to use data and analytical tools to support decision-making and service planning.
Career opportunities
This professional profile can be placed within public bodies responsible for social, health, and territorial services; in hospitals and healthcare organizations; in local social-care facilities; and in non-profit organizations, social cooperatives, and foundations involved in personal services or community development projects. Opportunities also exist in publicly owned companies operating in public or environmental service provision.
The Bachelor's Degree Programme in Management, Governance and Innovation in the Public and Health and Social care Sectors (MAGIPS) offers the opportunity to undertake periods of study at European universities, where students may attend courses and earn academic credits valid for the award of the degree.
Within the Erasmus programme, exchange agreements are active with academic institutions in, among other EU member states: Spain (University of Oviedo, University of Salamanca, Universitat Jaume I de Castellón, Valencia, University of La Coruña), France (Université Catholique, Lille), Portugal (University of Coimbra), Poland (University of Katowice, University of Gdansk, University of Lodz).
The courses offered by the aforementioned universities cover all the central themes and disciplines of management and public administration policies.
Students' choice of examinations to be sat abroad is made, prior to departure, in consultation with the Erasmus+ coordinator of the Degree Programme. The academic credits earned abroad are formally recognised within the student's study plan at the end of the period of study abroad.
The Programme does not impose a compulsory attendance requirement. However, regular participation in learning activities - both in-person and online - is strongly recommended, as it is an essential element for effectively achieving the Programme's learning objectives and developing the applied competencies envisaged by the curriculum.
Enrolment
Admission to the Bachelor's Degree Programme in Management, Governance and Innovation in the Public and Health and Social care Sectors (MAGIPS) requires the possession of an upper secondary school leaving certificate, or an equivalent qualification obtained abroad. Candidates must also possess adequate initial preparation: in order to attend the Programme profitably, students must have acquired linguistic and communication skills, as well as knowledge in the historical and social sciences, and competence in logical and analytical reasoning.

Admission procedures
The programme is open-access. Enrolment requires the completion, without distinction, of either the TOLC-SPS or the TOLC-E examination, for the purpose of assessing initial preparation in the areas of logical-mathematical reasoning, verbal skills and English language, with possible assignment of Additional Educational Requirements (OFA) to be fulfilled within the first year.
Newly enrolled students who, in the TOLC-SPS, have scored below the minimum thresholds in the areas of Reading Comprehension, Subject Knowledge, and Mathematical Reasoning and Language, or, in the TOLC-E, in the areas of Verbal Expression and Comprehension and/or Logical and Analytical Reasoning, are assigned Additional Learning Requirements (OFA - Obblighi Formativi Aggiuntivi).
OFA must be fulfilled within the first year, in accordance with the procedures set out in the admissions notice. If OFA is not fulfilled within the prescribed deadline, students will not be permitted to sit second- and third-year examinations during the following academic year.

English Language OFA
To fulfil the Additional Learning Requirement (Obbligo Formativo Aggiuntivo - OFA) in English and take the English exam included in the study plan, students are required to have a B1 level of proficiency according to the Common European Framework of Reference for Languages (CEFR).
This level of proficiency can be certified as follows:
- by submitting an official language certificate at B1 level or higher, issued no more than three years before the submission date. The list of language certificates recognized by the University is available at https://www.unimi.it/en/node/39322.
The certificate must be uploaded during enrolment or later through the portal http://studente.unimi.it/uploadCertificazioniLingue.
- by taking a placement test administered by the University Language Centre (SLAM) between October and December of the first year. Students who do not pass the test will be required to attend a language course offered by SLAM.
The placement test is compulsory for all students who do not already hold a valid certificate.
Students who do not take the placement test by the end of December, or who fail the end-of-course test after six attempts, must obtain a language certificate privately in order to fulfil the OFA and sit the English exam.

4 - Students must also earn 12 credits through free elective courses (graded). For this purpose, they may sit:
- courses offered by other degree programmes, or other Faculties, within the University, subject to prior approval of the study plan;
- third-year courses from among those not already selected (see above).
5 - Additional Elective Activities
Students enrolled in the Programme must earn 6 credits for Additional learning activities, ungraded, through:
- assessment of digital competencies (at the University's CTU);
- assessment of advanced English language proficiency (at the University's SLAM)
- curricular internship/traineeships
- attendance at laboratory courses organised by the Degree Programme, or by other degree programmes within the Faculty of Political, Economic and Social Sciences.

Alternatively, the following activities may also be considered (see the guidelines published in the Internships and Traineeships section of the Programme website):
- participation in seminars, conferences, and workshops held within or outside the Political, Economic and Social Sciences Faculty
- research activities within broader projects proposed by SPES
- work and volunteering experiences consistent with the learning pathway

For students enrolled in Bachelor's, Master's and single-cycle degree programmes, tuition fees are to be paid in two instalments:

  • the amount of the first instalment is the same for all students and is due upon enrolment
  • the amount of the second instalment varies according to each student's ISEE University value and the degree programme in which they are enrolled
  • for international students with income and assets abroad, the second instalment varies according to their country of origin.
